Abstract

Waqf has strategic potential but its utilization is hampered by low literacy, nazir capacity, fragmented regulations, as well as limited technology and transparency. This research examines the role of waqf as a strategic Islamic philanthropic instrument in supporting the achievement of the Sustainable Development Goals (SDGs) in Indonesia. This research answers three core questions: (1) How is waqf managed by the Indonesian Waqf Board?; (2) How is waqf developed by the Indonesian Waqf Board?; and (3) How do the programs of the Indonesian Waqf Board contribute to realizing the Sustainable Development Goals. This study uses an evaluation research method with a descriptive qualitative approach, data collected through interviews, documentation, and non-participant observation. Data analysis involved a process of data reduction, data presentation and conclusion drawing. Data validity checking verified the suitability of research findings with field conditions. Researchers used Stufflebeam's CIPP (Context, Input, Process, Product) model program evaluation method framework as a description tool. The research findings show that the innovative strategy of waqf management and development by the Indonesian Waqf Board by increasing the capacity of 5. 273 SKKNI-certified nazir integrating waqf with one waqf application and waqf information system (SIWAK), realization of IDR 99.15 billion fund disbursement (2020-2024) for commercial projects, and state sukuk (CWLS) raising IDR 2.2 trillion that contribute to strengthening economic inclusiveness and supporting SDG 1 (poverty alleviation), SDG 4 (quality education), SDG 8 (decent work and economic growth), SDG 10 (reduction of inequality), and SDG 11 (sustainable cities and settlements). However, to achieve optimal impact, institutional reforms are needed: professionalization of nazirs, harmonization of regulations, adoption of blockchain for transparency, and strengthening cross-sector collaboration.
