Abstract

KHAKIM, KHABIBULLOH AL 2015. Teacher's Perspective Towards Government Policy On The Omission Of English Subject In Elementary School English Department, Faculty of Education, State Collage for Islamic Studies (STAIN) Kediri, Advisors (1) Drs. Agus Edi Winarto, M.Pd (2) Bahruddin, 8.5, MP Key words: perspective, implementation curriculum 13, Government's policy There are many changes in the curriculum of Indonesia since its independence in 1945 and more recently what is excitedly talked about is the curriculum 2013. The curriculum rises about the character education. Curriculum 2013 (K-13) is a fixed curriculum implemented by the government to replace School-based Curriculum which has been in force for more than 6 years. The K-13 goes into its experimental period in 2013 by making some schools become experimental schools. The Curriculum 2013 has three aspects of assessment, namely the aspect of knowledge, aspect of skills, and aspect of attitudes and behavior. In the Curriculum 2013, especially in the learning materials there are dowmized and added materials. The downsized materials there visibly exist in Indonesian, English, social studies, PPKn, etc., while the added materials are the materials of Mathematics. One of the interesting things is government policy that removes English in the curriculum of primary schools, and this becomes a variable in this study, which is the perception of teachers about it. The author demonstrates that this research is a qualitative research. The research subjects were primary school teachers who are implementing the K-13 and the researcher collects the data from five schools and every school the researcher takes three perspectives of teachers who implement the 2013curriculum. Instruments in this study are the questionnaires. The questionnaires are given to the subjects of research to find out their perspectives as a data source. Here are schools that have been researched-SDN Ngronggo 1 Kediri, SDN Ngronggo 2 Kediri, SDN Ngronggo 3 Kediri, SDN Ngronggo 5 Kediri, MI Darul Falah Sidomulyo Kediri, after the get data researcher have connecting with the theory age in second language acquisition (SLA). In fact, the author finds that primary school teachers in Kediri who implement the 2013 Curriculum do not agree with the policy of the removing English, the author concludes that of the fifteen respondents from English primary school teachers at Kediri District who implement the 2013 Curriculum who have negative perceptions or disagree and who disagree are 11 respondents (4 strongly disagree and 7 disagree), and 4 other agree. Regarding toward plan policy of government in omitting English from Elementary school probably government have some reasons underlined that policy but the problem is how actually the comparison between the advantage and disadvantage caused by that policy, many of teachers disagree about that, they claim that the policy will make children left behind The researcher find that the government thinks about K13 is the result of evaluation from the previous curriculum. The purpose of evaluation is to make something better than before. But something important do not remove because the younger learner of a foreign language, the more effective the learning process and the better the outcome obtained floory SLA)
